Barbara Chow serves as Deputy Assistant to the President for Domestic Policy and Deputy Director of the Domestic Policy Council (DPC). DPC responsibilities include the policy development, and coordination of key domestic White House priorities from welfare reform to education, health care, crime, and other long-term strategic issues.
She is also Associate Director for Education, Income Maintenance, and Labor at the Office of Management and Budget, a position she has held since December 1997. Her responsibilities in this position include budget, legislative, and policy review of all of the human resources programs of the Federal government, including the Departments of Labor, and Education, the Social Security Administration, and the income maintenance, nutrition, and social services programs in the Departments of Agriculture and Health and Human Services, as well as, the Corporation for National Service and the National Endowments for the Arts and Humanities.
Prior to her current appointments, Ms. Chow served as Special Assistant to the President for Legislative Affairs at the White House, beginning in 1993. Her responsibilities included working with members of Congress on budget, appropriation, and economic issues. She was integrally involved with all the Administration's major economic initiatives including the 1993 economic plan, the 1997 balanced budget, and the resolution of key appropriations bills.
Before joining the Clinton Administration, Ms. Chow was the Manager for Federal Budget Policy at Price Waterhouse. From 1985-1990, Ms. Chow served on the staff of the Senate Democratic Policy Committee and as an Assistant Director for Physical Resources at the Senate Budget Committee. She was an Examiner in the Natural Resources Division of the Office of Management and Budget from 1980-1985.
Ms. Chow was born in Fullerton, California. She received a master's degree in economic policy from the University of California at Berkeley in 1980 and a bachelor's degree in government form Pomona College in 1977.
