Introduction by ROBERT WHITE
Our next speaker is Jim Baker. Jim is Administrator of the National Oceanic and Atmospheric Administration (NOAA). He also carries a title of Under Secretary for Oceans and Atmosphere in the Department of Commerce. Way back I also bore those titles. He worries about the weather, the fisheries service, and ocean services. There are few organizations in the United States government that have more to do with environment than Jim Baker's organization.

Prior to his appointment as Under Secretary he was president of the Joint Oceanographic Institution Incorporated. He was Dean of the College of Ocean and Fisheries Sciences at the University of Washington and has been on the faculties at Harvard and the University of Rhode Island. He has many publications. He has served on many committees and boards of the Academies of Sciences and Engineering. It is my pleasure to introduce the Under Secretary of Commerce for Oceans and Atmosphere, Jim Baker.
