PRESIDENT CLINTON NAMES JAMES H. BILBRAY AS A MEMBER OF THE SECURITY POLICY
                              ADVISORY BOARD

     The President today announced his intent to appoint James H. Bilbray
as a member of the Security Policy Advisory Board.

     James H. Bilbray, of Las Vegas, is a former member of the U.S. House
of Representatives, where he was a member of the Foreign Affairs, Armed
Services, Intelligence, and Small Business Committees.  In 1993, he was
Chairman of the House Small Business Subcommittee on Procurement and
Taxation.  Mr. Bilbray also was a member of the Board of Visitors of the
United States Military Academy. Currently, he is counsel to the law firm of
Kummer, Kaempher, Bonner & Renshaw and is working in the firm?s government
relations department.

     Mr. Bilbray attended the University of Nevada-Las Vegas and received
his B.A. and J.D. from American University.

     The Security Policy Advisory Board is an independent advisory body
that provides a non-governmental and public interest prospective on
security policy initiatives to the Security Policy Board and the
intelligence community.
