                     STATEMENT BY THE PRESS SECRETARY


     At the request of President Clinton, Secretary of Energy Bill
Richardson will travel to Kiev, Ukraine, and represent the United States at
the official ceremony marking the closure of the Chornobyl Nuclear Power
Plant on Friday, December 15.  The closure represents a major milestone for
Ukraine as well as the United States and other G-7 nations, which have led
the international effort to close the plant.
