                      STATEMENT BY THE VICE PRESIDENT

          Tipper and I are saddened by the unexpected passing of Bob Damus,
     General Counsel for the Office of Management and Budget.  Bob was a
     superior attorney and scholar.  His sound judgment, extraordinary
     intellect and wise counsel will be missed by all who had the good
     fortune to have known or worked with him.  As a career civil servant,
     Bob embodied the best of our nation?s spirit. Bob served three
     administrations with integrity and a commitment to excellence.  His
     dedication and hard work during twenty years of government service
     twice earned him the highest honor a career civil servant in the
     Senior Executive Service can receive, the Presidential Rank Award as a
     Distinguished Executive.

          Tipper and I offer our prayers to Bob?s wife, Pam, and his
     children, David and Elizabeth.
