     President Clinton today asked Energy Secretary Bill Richardson to
continue his diplomatic efforts with major oil producing and consuming
countries to increase world stocks, reduce market volatility and improve
the market situation.  Secretary Richardson will leave Thursday to meet
with representatives from the International Energy Agency member states and
Ministers from Saudi Arabia, Algeria, Kuwait, UAE, Qatar and Venezuela.
