PRESIDENT CLINTON NAMES MARIA OTERO AS MEMBER OF THE BOARD OF DIRECTORS OF
                   THE UNITED STATES INSTITUTE OF PEACE

     The President today announced the nomination of Maria Otero to serve
as a member of the Board of Directors for the United States Institute of
Peace.

     Ms. Otero, of Washington D.C., was named president and CEO of ACCION
International on January 1, 2000.  She previously served as ACCION?s
executive Vice-President, playing a key role in the institution?s long-term
strategic planning, policy advocacy, and research and dissemination.  In
1986, she joined ACCION as Director of the Microlending Program in
Honduras.  Ms. Otero spent three years with the Inter-American Foundation
as a program officer and five years with CEDPA, a nonprofit training
organization.   At CEDPA, she designed management training programs for
women in developing countries, particularly in Africa and Asia.

     Ms. Otero received a M.A in Literature at the University of Maryland
and a M.A. in Economic Development and International Studies, with emphasis
on Latin America, at the Johns Hopkins School for Advanced International
Studies.

     The United States Institute of Peace is a bipartisan board established
by Congress in 1948 to promote international peace and the resolution of
international conflict through education, training, research, and public
information.
