Goal #1	To provide support and encourage the development of local programs that provide a comprehensive range of housing and related services for persons living with HIV.
Objective	Provide states and localities with resources to provide housing and related services under long-term comprehensive strategies for meeting the needs of persons living with HIV/AIDS.
*Action Steps*	Award grants, both formula-based and competitively-selected grants to support a broad range of housing and services to prevent homelessness of persons living with HIV/AIDS. Unmet need, see above.
Description	Housing Opportunities for Persons with AIDS (HOPWA) Program, in coordination with other HUD resources (see other HUD goals).
