  PRESIDENT CLINTON NAMES FRANK SOARES TO THE NATIONAL VETERANS BUSINESS
                          DEVELOPMENT CORPORATION

     The President today announced his intent to appoint Frank Soares to
serve as a member of the National Veterans Business Development
Corporation.

     Mr. Frank Soares, of Freedom, Maine, has served since 1995 as the
State Director of the Bureau of Veterans Services of the Maine Department
of Defense, Veterans and Emergency Management.  Recently, he was selected
as the 1999 Maine Small Business Administration Veterans Advocate of the
Year.  As State Director of the Bureau of Veterans Services, Mr. Soares
manages seven field offices and two central offices, the cemetery system,
and serves as the ex-officio member of the Maine Veterans Homes Systems.
He also advises the Commissioner and the Governor on matters relating to
veterans.  Mr. Soares has served in many command, leadership, and staff
positions in the U.S. Army and in the Maine Army National Guard.  He has
received the Legion of Merit award and two awards for valor in combat in
Vietnam.  He has served on numerous boards and councils for veterans and
retired service members and he has organized and run a successful private
consulting firm specializing in organizational development of small local
companies.

     Mr. Soares received both B.S. and M.S. degrees in business from Husson
College.

     The members of the National Veterans Business Development Corporation
are charged with the responsibility of expanding the provision of and
improving access to technical assistance regarding entrepreneurship for the
Nation?s veterans.  The Corporation will further assist veterans, including
service-disabled veterans, with the information and expansion of small
business concerns by working with and organizing public and private
resources.
