PRESIDENT CLINTON NAMES ARTHENIA L. JOYNER AS MEMBER OF
THE FEDERAL AVIATION MANAGEMENT ADVISORY COUNCIL
President Clinton today announced the recess appointment of Arthenia
L. Joyner to serve as a member of the Federal Aviation Management Advisory
Council at the U.S. Department of Transportation. Ms. Joyner was nominated
to the Senate on July 11, 2000. This position is vital to the Federal
Aviation Management Advisory Council because it represents various
constituent viewpoints from aviation citizens.
Ms. Arthenia L. Joyner of Tampa, Florida, is a founding partner of
Stewart, Joyner & Jordan-Holmes, P.A. From 1969 to 1991, Ms. Joyner was an
attorney in private practice. Since 1992, Ms. Joyner has been active in
the Steering Committee for the Commissioners? Roundtable of Airports
Council International, North America, serving in the capacities of Member
and Vice-Chair. Ms. Joyner has also served Airports Council International,
North America as a Member of its Legal Steering Committee since 1995. Ms.
Joyner formerly served on the Hillsborough County Aviation Authority.
Ms. Joyner received a B.S. and J.D. from Florida A & M University and
an Honorary Juris Doctorate from Stetson University College of Law in 1991.
With the enactment of the Air Traffic Management System Performance
Improvement Act of 1996, Congress called on the Administrator of the
Federal Aviation Administration (FAA) to establish the Federal Aviation
Management Advisory Council. The general functions of the Council include
providing advice and counsel to the FAA Administrator on issues which
affect or are affected by the operations of the FAA.
