   PRESIDENT CLINTON NAMES ROBERT M. LYFORD AS A MEMBER OF THE BOARD OF
         DIRECTORS FOR THE OVERSEAS PRIVATE INVESTMENT CORPORATION

     President Clinton today announced the recess appointment of Robert M.
Lyford to serve as a member of the Board of Directors for the Overseas
Private Investment Corporation (OPIC).  Mr. Lyford was nominated to the
United States Senate on May 17, 2000.

     Mr. Robert M. Lyford, of Little Rock, Arkansas, is currently Senior
Vice President and General Counsel of the Arkansas Electric Cooperative
Cooperation.  Previously, Mr. Lyford served as Vice President for the
Arkansas Electric Cooperative Cooperation.  He has also served as Assistant
Commissioner for Compliance and Chief Counsel for the Arkansas Insurance
Department.

     Mr. Lyford received his B.A. from Hendrix College, an M.A. from the
University of Cambridge and a J.D. from Vanderbilt University School of
Law.

     The Overseas Private Investment Corporation (OPIC) assists U.S.
investors in making profitable investments in developing countries.  The
Corporation accomplishes this mission by offering assistance in identifying
investment opportunities, providing insurance to protect investments, and
by offering loans and loan guarantees to help finance projects.  The Board
of Directors meets four to five times a year in order to oversee the
Corporation?s underwriting and lending policies.  The Corporation
participates in projects which total $7 billion annually and which have
generated more than $24 billion in U.S. exports.
