PRESIDENT CLINTON NAMES JOHN R. LACEY AS CHAIR OF THE FOREIGN CLAIMS
SETTLEMENT COMMISSION
President Clinton today announced the recess appointment of John R.
Lacey to serve as Chair of the Foreign Claims Settlement Commission. Mr.
Lacey was nominated on November 10, 1999.
Mr. John Lacey, of Hartford, Connecticut, has served as a member of
the Commission since 1994. He is currently engaged in the practice of
corporate and international business law in Hartford, Connecticut. He has
also served as Assistant Attorney General for Antitrust in Connecticut and
has taught law and foreign investment courses at the Fletcher School of Law
and Diplomacy and the University of Connecticut Graduate School of
Business.
Mr. Lacey received a B.S.F.S. from Georgetown University?s School of
Foreign Service, a J.D. from the University of Virginia Law School and a
M.A.L.D. from the Fletcher School of Law and Diplomacy.
The Foreign Claims Settlement Commission of the United States is an
independent agency within the Department of Justice. It adjudicates the
property and personal claims of United States citizens against foreign
governments after the foreign government in question has reached a
settlement agreement with the United States. The Commission also offers
technical assistance to United States officials addressing foreign claims
issues and to foreign governments seeking to establish similar adjudicating
bodies of their own. The decisions of the Commission are final on all
questions of fact and law and are not subject to review by any other
official or agency of the United States.
