PRESIDENT CLINTON NAMES BONNIE PROUTY CASTREY AS CHAIR OF THE FEDERAL LABOR
                            RELATIONS AUTHORITY


     The President today announced his intent to nominate Bonnie Prouty
Castrey as Chair of the Federal Labor Relations Authority (FLRA).

     Ms. Castrey, of Huntington Beach, California, is currently the Chair
of the Federal Service Impasses Panel.  She has served as a member of the
Panel since 1995.  As a private arbitrator and mediator, she deals with all
types of employment, labor-management, community/public policy, and
business disputes.  Since 1965, Ms. Castrey has taught negotiation skills,
mediation skills, and arbitration at a number of colleges and universities.
She is an Adjunct Professor at Western State University College of Law and
is a member of the Western State Law Foundation Advisory Board.  Ms.
Castrey serves on the National Board of Directors of the Industrial
Relations Research Association.  She also serves on the boards of the
California Foundation for the Improvement of Employer-Employee Relations,
the Orange County Industrial Relations Research Association and has served
on the boards of The Mediation Center, and the California Dispute
Resolution Council.  She also chaired the American Arbitration
Association?s Orange County Employment Mediation Advisory Council.  Ms.
Castrey is an elected Trustee and Vice President of the Huntington Beach
Union High School District and has served as President of the Orange County
School Boards Association.  She is a Life Member of the Association of
Family and Conciliation Courts.  Ms. Castrey is a past International
President of the Society of Professionals in Dispute Resolution.  She is a
former Commissioner of the Federal Mediation and Conciliation Service.

     Ms. Castrey received an R.N. degree from the Edward J. Meyer Memorial
Hospital School of Nursing, B.S.N. degree from the California State
University at Long Beach, and a J.D. degree from Western State University
College of Law.  She is a native of Buffalo, New York.

     The Federal Labor Relations Authority administers the labor-management
relations program for non-Postal Service Federal employees worldwide.  The
agency administers the statute which protects the rights of federal
employees to organize, to bargain collectively and to participate through
labor organizations of their own choosing in identifying and resolving
workplace disputes.  The Federal Labor Relations Authority ensures
compliance with the statutory rights and obligations of Federal agencies,
unions and employees and also provides leadership in establishing policies
and guidance related to Federal sector labor-management relations.
