PRESIDENT CLINTON NAMES DR. JAMES L. BLACK AS A MEMBER OF THE ADVISORY
COMMITTEE ON EXPANDING TRAINING OPPORTUNITIES
The President today announced his intent to appoint Dr. James L. Black
to serve as a Member of the Advisory Committee on Expanding Training
Opportunities.
James L. Black, Ph.D., of Johnson, Vermont, is an Associate Professor
of Computer Information Systems at Johnson State College. Dr. Black?s area
of interest and expertise is using technology to enhance life-long
learning. Currently, he is utilizing Vermont Interactive TV and
Internet-based courseware to effectively facilitate learning with a
geographically dispersed group of students. From 1983-1987, Dr. Black was
a professor at the School of Business Administration at the University of
Connecticut. Since 1984, his training company, Software Seminars, has
provided customized training for such select clientele as AT&T, IBM, and
Trigon Blue Cross, as well as numerous local, state, and federal
governmental agencies.
Dr. Black received his B.S., M.S., and Ph.D. degrees from Portland
State University in Oregon.
The Advisory Committee on Expanding Training Opportunities was
established by Executive Order 13111 to provide the President an
independent assessment of the progress made by the Federal government in
its use of technology in training programs. It will study how the
government can encourage the increased use of technology to provide more
accessible and cost-effective training for all Americans. The Committee
will also provide an analysis of options for helping adult Americans
finance the training and post-secondary education needed to upgrade skills
and gain new knowledge, including grants, tax incentives, and low-interest
loans. The Office of Personnel Management will support the Committee?s
activities.
