                      STATEMENT BY THE VICE PRESIDENT

Today, bipartisan efforts involving the hard work of local citizens
resulted in new investment and protection for rural communities nationwide
and a significant scenic vista in Oregon.

With passage of the Secure Rural Schools and Self-Determination Act,
America is investing in its rural communities so that they may keep their
schools strong, their emergency services running, and their roads
maintained. These rural communities, located in 41 states, now will have a
stable source of funding for much needed programs.

New legislation, also signed into law today by the President, protects an
American treasure, Steens Mountain in Southeastern Oregon.  This action
represents a bipartisan effort that brought ranchers and environmentalists
together to preserve Oregon?s wilderness and protect the local economy.  It
is an historic agreement that honors local values.

This Administration has fought to make our communities stronger and our
environment cleaner.  I commend  members of both parties and the many
community leaders who joined together to find common sense solutions to the
challenges we face.
