              PRESIDENT CLINTON RE-NOMINATES JOEL GERBER AND
                  STEPHEN J. SWIFT TO THE U.S. TAX COURT

     The President today re-nominated Joel Gerber and Stephen J. Swift to
serve additional 15-year terms on the United States Tax Court.

     Joel Gerber, of Arlington, Virginia, has been a judge on the United
States Tax Court since 1984.  Prior to assuming the federal bench, Gerber
worked for the Internal Revenue Service as Acting Chief Counsel
(1983-1984), Deputy Chief Counsel (1980-1984), a District Counsel
(1976-1980), a Staff Assistant and Senior Trial Attorney (1972-1976), and a
trial attorney (1965-1972).  Gerber also served as a lecturer at Vanderbilt
University School of Law (1976-1980).  He received his B.S. degree from
Roosevelt University in 1962, his J.D. degree from DePaul University in
1965, and his L.L.M. degree in taxation from Boston University Law School
in 1968.

     Stephen J. Swift, of McLean, Virginia, has been a judge on the United
States Tax Court since 1983, and has been an adjunct professor at the
University of Baltimore School of Law since 1987.  Prior to assuming the
federal bench, Swift was Vice President and Senior Tax Counsel for Bank of
America (1977-1983).  He previously served as an Assistant U.S. Attorney
for the Tax Division of the U.S. Attorney?s Office in San Francisco
(1974-1977), and was a trial attorney with the Tax Division of the
Department of Justice (1970-1974).  Swift was also an adjunct professor at
Golden Gate University (1978-1983).  He received his B.S. degree from
Brigham Young University in 1967 and his J.D. degree from George Washington
University Law School in 1970.
