PRESIDENT CLINTON NAMES RAYNARD C. SOON TO THE ADVISORY COUNCIL ON HISTORIC
                               PRESERVATION

     The President today announced his intent to appoint Raynard C. Soon as
a member of the Advisory Council on Historic Preservation.

     Mr. Raynard C. Soon, of Honolulu, Hawaii, is the Chairman of the
Hawaiian Homes Commission and the Director of the State Department of
Hawaiian Home Lands.  Prior to joining the state agency, he was principally
involved in real estate development ventures.  Mr. Soon has been a member
of the American Institute of Certified Planners, the Queen Liliuokalani
Children's Center Advisory Board, and the Board of Advisors to the Center
for Alternative Dispute Resolution.

     Mr. Soon received a B.A. in Fine Arts from the University of Hawaii
and an M.A. in City Planning from Harvard University.

     The Advisory Council on Historic Preservation is an independent
Federal agency which was established in 1966 through the Historic
Preservation Act.  The Council advises the President and Congress on
national historic preservation matters, assesses the effectiveness of
state, local, and private programs in carrying out the purposes of the Act
and makes recommendations on how to improve the National Historic
Preservation Program.  In addition, the Council reviews federally licensed
projects that affect properties listed in or eligible for the National
Register of Historic Places.  Its members are also responsible for issuing
the President?s Historic Preservation Awards.
