Note B

In addition to this budget figure, SAMHSA's Knowledge Development Application (KDA) Program includes an AIDS initiative in FY 1997. This initiative includes various approaches, including how best to: educate service providers, address family issues, interrupt HIV transmission, and maximize client retention in substance abuse treatment.

Note C

Figures represent funding for the Housing Opportunities for Persons with AIDS (HOPWA) program. Housing services for HIV-positive people are also available through other HUD programs such as Section 811 Supportive Housing Program for Persons with Disabilities and the Continuum of Care Homeless Assistance Program.

Note D

Resources for HIV/AIDS care are derived from the general Medical Care and the Medical and Prosthetics Research budgets. FY 1995 figures are reported expenditures; FY 1996 and FY 1997 are based on the projected number of patients by category or stage of disease and estimated resources required, as reported in the President's Budget.

Note E Figures include training costs and HIV-related care financed through the Federal Employee Health Benefits Program.
